Community Redevelopment Plan - Brooksville, FL
The City of Brooksville selected Inspire to update its Community Redevelopment Plan (CRP). One of the hidden jewels of Brooksville is its charming downtown, home to a variety of independently owned restaurants, shops, and entertainment venues frequented by residents and visitors. Inspire recognized that an updated CRP is essential to ensure that the right type of development occurs. Additionally, Inspire completed a Finding of Necessity (FON) Study and Blight Matrix for expansion of the Community Redevelopment Area. The team worked with City staff and stakeholders to identify an appropriate expansion area beyond the Downtown core. Utilizing an extensive field-review and desktop GIS analyses, the team examined the study area to determine if conditions of slum and blight persisted outside of the Downtown core. The findings supported a 128-acre expansion of the CRA which essentially more than doubled the size of the area.

Community Redevelopment Plan - Port Richey, FL
Completing a Community Redevelopment Plan Update for the Port Richey CRA. The Plan Update includes a Strategic Action Plan, Tax Increment Financing (TIF) projections, capital improvement projects, and redevelopment programming. The Plan Update also incorporates a phased implementation schedule to assist the CRA with annual work plans and funding allocations. Through the existing conditions analyses and community engagement, the SAP was developed to identifying overarching goals and objectives. The final Plan will be strategic and comprehensive, providing CRA/City staff with a prioritized and flexible administrative tool.

Community Redevelopment Plan - Lauderdale Lakes, FL
The City of Lauderdale Lakes retained Inspire to update its Community Redevelopment Plan. Embracing the values, concerns, and hopes of Lauderdale Lakes’ diverse constituency and advancing the CRA’s vision, the Plan establishes a shared understanding of the City’s desired future. It will serve as an implementation tool by using a measured and deliberate approach to redevelopment, identifying community priorities, and providing strategic opportunities and economic partners to best execute the CRA’s goals.

Community Redevelopment Plan: (West City) St. Augustine, FL
Inspire is working with the St. Augustine Community Redevelopment Agency to establish a third Community Redevelopment Area within the City’s incorporated limits. The proposed West City CRA is located west of two existing Redevelopment areas and adjacent to the boundaries of the City of St. Augustine and the St. John’s County unincorporated area. Inspire is preparing a Finding of Necessity (FON) to establish the West City CRA, working with CRA staff on community engagement and preparing the West City Community Redevelopment Area Plan.

Community Redevelopment Plan: (Downtown) St. Augustine, FL
America’s oldest City is entering a new phase in its storied history with significant renovations planned for King Street and a re-energized downtown experiencing renewed private sector investment. As a strategic advisor to the City, Inspire prepared an update to the City’s Historic Area Community Redevelopment Plan that identified redevelopment strategies, public realm investments, and redevelopment programming to enable the City to realize its long-sought redevelopment goals.

St. Pete Neighborhood Plan - (Palmetto Park) St. Petersburg, FL
Under the City of St. Petersburg's Neighborhood Planning Program (NPP), Inspire is working with City staff to develop a Neighborhood Plan for the Palmetto Park Neighborhood. In the early 1990s, planning initiatives for the Neighborhood were outlined in a neighborhood profile and section of the St. Petersburg Central Neighborhood Plan. Situated in the South St. Petersburg Community Redevelopment Area (CRA), Palmetto Park has undergone considerable transformation. The Neighborhood Plan will focus exclusively on Palmetto Park and will concentrate on rejuvenation initiatives to reduce blight, improve public facilities, expand amenities and services, increase community organizational strength and participation, and strengthen the Neighborhood's identity and character.

St. Pete Neighborhood Plan - (Melrose Mercy) St. Petersburg, FL
As part of the City of St. Petersburg’s Neighborhood Planning Program (NPP), Inspire is working with City staff to develop a Neighborhood Plan Update for the Melrose Mercy Neighborhood. The Melrose Mercy Neighborhood is located in the South St. Petersburg Community Redevelopment Area (CRA). Since the original plan was written in 2001, the entire area and Neighborhood has experienced significant change. The updated Plan will focus on revitalization activities that can reduce blight, improve public infrastructure, increase amenities and services, expand neighborhood organizational capacity and engagement, and strengthen the Neighborhood’s image and identity.

Community Redevelopment Plan Update - (Channel District) Tampa, FL
Completed a Community Redevelopment Plan Update and corresponding Strategic Action Plan for the City of Tampa’s 200-acre Channel District. Once an industrial working waterfront, the area is rapidly transforming into a densely populated urban district that includes Port Tampa Bay, the Florida Aquarium, and numerous newly constructed high-rise residential buildings. Community outreach efforts included an interactive project website, stakeholder interviews, multiple workshops and “pop-up” engagement at community events. The plan identifies future needs, Tax Increment Fund projections, cost estimates, redevelopment strategies, and the strategic phasing/prioritization of capital projects.

Community Redevelopment Plan Update - Downtown Kissimmee, FL
Produced a complete rewrite of the redevelopment plan to include targeted opportunity sites, transit-oriented development, complete streets and other public realm improvements to strengthen the City’s historic themes and development pattern.
The final plan is a highly visual document that includes 3D visualization to convey preferred street sections and redevelopment. Redeveloped strategies were supported by realistic Tax Increment Financing (TIF) projections and the prioritization of catalyst projects.

Community Redevelopment Plan Update - Fort Pierce, FL
Completed a comprehensive update to the City’s Community Redevelopment Plan to reflect changes in the conditions of the CRA subsequent to the plan’s adoption and the current status of long-term redevelopment projects. Provided extensive outreach opportunities for public input (website, workshops, and listening sessions) and identified each character districts’ unique assets, challenges, and opportunities. The redevelopment strategies and projects developed for each district reflect those unique characteristics and will provide guidance for the Fort Pierce Redevelopment Agency when developing tailored annual work plans for each district. Implementation efforts for this plan included the development of a Downtown Master Plan, which was also completed by the Inspire team.

Community Redevelopment Plan Update - Pinellas Park, FL
Completed a comprehensive rewrite and update to the City ‘s Community Redevelopment Plan and extended the CRA’s operational timeframe within this Charter County. Facilitated extensive community outreach programs that included an interactive project website, “pop-up” engagement at community events, and public workshops. The plan incentivized private sector investment around the area, consolidated facilities, promoted a more walkable community, and enhanced the community’s amenities. The Plan also included the identification of Capital Improvement programs throughout the CRA, business support programming, affordable and workforce housing programming, Tax Increment Fund projections, a proposed five-year CRA Budget, and an implementation schedule. The creation of a new City Center was identified as the top priority of this planning effort. The Inspire team completed a City Center Plan for the City in 2021.

Community Redevelopment Plan Update - (St. Andrews) Panama City, FL
Updated the St. Andrews Redevelopment Plan and extended the operational timeframe of the CRA. A robust community engagement effort included an interactive project website, public workshops and small group stakeholder interviews. The plan was designed to accelerate the area’s transition from a working waterfront to a dynamic waterfront destination. The recommendations included a five-year Capital Improvement Plan, business support programming, streetscape/gateway improvements, and catalytic redevelopment sites within the CRA.
